The ring of hotek makes a mage miscast on any double if they are within 12" of the ring or the target of that mage is with in 12"

Now, would you consider this too RAW?
a unit on the border of the 12" radius (let's say half is in and half is out) of the ring.
This makes it dangerous for a mage to cast spells on that unit.
But can a mage that is outside the 12" range of the ring but in the unit that is half within cast a spell on double 4 and is it not a miscast or is it?

The | is the edge of the ring's range and R is the ring.

I'd say that the mage would be unaffected.  Unless she is casting a spell on the unit she is in.

Agreed, if the casting model is out of 12", it is not effected, unless the unit the casting model is targeting is with in 12" or the ring.
