Charging in order to not allow Charge Reaction?

I'm curious about one thing that has been happening a fair bit as of lately.

The enemy player declares an charge against your Butcher, although it's obvious that he won't be able to reach him. It's obvious to the opponent that he will run into the units of Maneaters (charging them). Would the Maneaters be allowed to do an "Stand & Shoot" reaction although the charge was not declared against them? What about "Getting as many models into contact as possible?"

It's obvious to the enemy player that the charge will allow him to bind up two of your units. Would this be seen as an smart strategy or abuse of rules in order to get an unfair advantage?

a unit that is charged will always get a charge reaction.  In this case, the maneaters would be able to stand and shoot.

the rulebook says that if an "enemy is in the way" then a charge is declared against them and that unit gets to react as normal.

Yeah with an in the way situation the unit declares a charge against a closer unit.  That unit flees revealing another unit.  The charging unit can declare a new charge if it chooses.  So since you have to declare a new charge you can take any reactions you want.

In that situation you could not declare a charge against the butcher because you could not complete the movement.

Would this be seen as an smart strategy or abuse of rules in order to get an unfair advantage?

If it was legit (which it isn't for reasons stated in above posts), it wouldn't be a smart use of strategy, it would be someone being a dick in a game of toy soldiers
