Very simply these are rules I made for an interesting addition to my unit of 30 gnoblars.
He is converted (extensivly). The model uses 4 gnoblars stooping over carrying a palanquin (Irongut skull standard) with Weaklip standing threateningly on top. The model was just for fun and fits perfectly in the 6 wide frontage o the incredibly arduous to paint unit! (pics to follow)
Feel free to comment or criticize, but as with all of my 'special characters' i will create the fluff, and convert the models but essentially he's totally legal as two seperate gnoblars. (ie he doesn't exist for challenging purposes etc.)

Weaklip Craphoarder Gnoblar Warhoarder
Weaklip began as all other Gnoblars in the Ogre Kingdoms, violently. He despised his family as do most Gnoblars and schemed and fought against his siblings hourly. His antics are fondly remembered fondly amongst the Ogres Belchfist Beastkillers tribe as he once attempted to fight a baby rhinoxen that was being kept for food by the tribe. He was attempting to set it loose upon his brothers, failed miserably, and ended up with a very pleased on looking crowd of ogres and a serious concussion that gave him a major superiority complex. At the age of 4 he was proud to announce a growth spurt of 2 centimetres, of which he took great pride, as it put him an inch closer to all the other inferior Gnoblars. From this point he declared himself Greater Groinbiter and bossed everyone around. Fortunately for him, Gnoblars are fearful creatures and most obeyed his every command, just because he sounded like he knew what he was doing. Those that didnt obey him, were swiftly shifted to tooth duty with the tribes Butcher.
Weaklip began to consider himself strong and superior, like his Ogre masters, though in truth he was no stronger nor superior to any other Gnoblar. He held an arm wrestling contest to establish the four strongest Gnoblars in his unit of Fighters, to discover lackeys to carry his newly created palanquin around for him. This he uses every minute of every day, created of broken shields, old skulls and standards and held up with sticks by the Gnoblars; he believes it gives him power over his inferiors and status even to talk to an Ogres gut. Weaklip can generally be seen leading one of his many units of fighters into battle alongside the armies of the Ogre Kingdoms - usually bickering or causing arguments within the unit and causing great mirth when he flees from the least frightening of opponents, even amongst other Gnoblars, who also find it just as hilarious.
Weaklip must be used as presented hear and may not be given any additional wargear or equipment. Weaklip is not a specific special character and requires no permission to use, for his rules are a combination of the stats of a standard Gnoblar Fighter and a Gnoblar Groinbiter from the front rank of the unit. A suitable model should be converted for him on his palanquin, taking up at least 2 bases. The 2 Gnoblars in the front rank holding up the palanquin get no attacks as they are represented by Weaklips additional presence in the unit.

Weaklip is armed with an impressive array of rubbish armaments that wouldnt harm a fly that he can just about effectively use as a hand weapon. Weaklip cannot be challenged in combat nor can he issue a challenge.
Bicker: Just like every other Gnoblar Weaklip is subject to a good argument at the most inappropriate times
Largely Insignificant: All the Gnoblars laugh at Weaklip when he runs away just as they do everyone else. In their opinion nobody except their Ogre Masters deserve any respect.
Raised: Due to being held above the unit, and with stores of ammo around him at all times on his podium of rubbish, Weaklip gets two multiple shots when using Sharp Stuff as if he were two seperate gnoblars. This also applies to the Stand & Shoot charge reaction.
