Is that enough for a legal list?

You should add gnoblars to that list. For 8th, 20 gnoblars is the cost of one ogre.
They are the meat shields of the ogre army.

To answer your question: it's enough to start a legal list!
Although you would probably want to use your tyrant as a bruiser, or your slaughtermaster as a butcher.
That way you have a lord choice and a hero choice.
Some short tips:
- Most people (I'm not one of them) want to play it a bit safe and use a Battle Standard Bearer so their army doesn't runaway that easily, as our leadership is quite low. You could make one from an irongut, he's carrying a pole already :-)
- Most people (yes! I'm one of them) use 1 to 3 sabretusks as cheap diverters that can even bite a bit.
