Pretty much described Inquisitor, if you want to stick with a GW game.

Inquisitor would be an awesome game to play but i want a little more simpler rules..
The fun of the game should be from the creativity and just having fun and messing around..
It's hard to have fun when you have to spend 2 hours trying to figure out how to put stats on a character..
It should be simpler:
Movement points:
Hit points:
Weapons show battle stats like:
Damage:
Range:
And items and armor show stats:
Armor:
Shield:
Special:
ect...
Stuff like testing out if a character can shoot a suppot beam that makes debris fall over enemy characters could be just solved by a static roll like:
Basic tactics: Higher than 2.
Advanced tactics: Higher than 3.
Extremely difficult tactics: Higher than 5.
For example:
My guy shoots a support beam to drop debris on my enemy.. (This action will unleash a large pile of metal which will kill the enemy in one shot.)
I take the shot since it's inside my range of my weapon..
This is an Difficult tactic so i have to roll 5-6.
If i fail, i loose my turn.. But if i succeed, i kill the enemy..
Very creative situational tactics..
There is no balance but you need to be reasonable or the game is just unfun..
