If I was to buy something from GW say a 40k Heldrake and it is advertised as doing X ( shooting 360 degrees) they then change the game rules (can not shoot 360 anymore) making my models obsolete can i get my money back and trade in the models as it doesn't do as advertised in the book

You are welcome to try, but I'm pretty sure GW doesn't refund models because 'its rules suck now', given their business model of updating rulesets to change with models are good more or less relies on it.
