Is there any official background on the social relationship between Ogres and Dragon Ogres?
I am doing a Nippon themed Ogre army and was thinking of converting a Dragon Ogre to be my Tyrant, thoughts?

I am pretty sure there is mention of Dragon Ogres in the OK army book. I think (and I haven't actually got it with me...) that it's in the history section about the mountains of Mourn and the fall of the Sky Titans, but I could be wrong.
On the subject of the Dragon Ogre Tyrant the normal response is; It's your army, you can build it how you want! Which is true in all cases but...
In this case you must bare-in-mind the base size. A Tyrant is on a 50x50mm base. The Dragon Ogres are on the same size base as a Giant (um...I'm not sure what that is mm-wise, but it's more than 50x50).
If you can squeeze your Tyrant on a 50x50mm base then you are away! You could mount him on some lage pieces of slate on the 50mm base. That's the way I would go because it will give him height and status and negate the fact that the base is small.
Anyway, in answer to your question; there is no problem with having a Dragon Ogre as your Tyrant but you must keep in mind the footprints that models make in order for them to be game legal (you don't want jobs-worth table hangers giving it large when you rock up to smash some skulls!).

Yeah, i was going to write custom fluff for my tyant. I like the dragon symbolism.
The yrant is 40mm base and a dragon ogre is 50mmx75mm

actually you could be right...thinking about it the Tyrant is on a 40mm base. I must have been thinking of a Hunter. Actually that's a bit worse! Even smaller footprint!

The old Ogre Kingdoms book had a tribe that lived in the far north of the Mountains of Mourn that featured a greater than usual amount of chaotic mutations. Their Tyrant had a crown of fingers on his head, delightfully, and mutations were generally accepted as they were fun and sometimes useful (such as extra mouths for obvious reasons).
The Tyrant was also noted as beginning to bring 'the much-maligned Dragon Ogres into the tribe's ranks', so there's definitely legit fluff scope there!
Ogres - because who honestly likes 2 wound heroes?
