Just a quick one. Can I use firebelly breath weapon in combat from the second rank?

Nope, the Firebelly needs to be in B2B with at least 1 enemy model/unit. Check Page 67 of the little Rulebook. (Don't have page ref for big book sorry)

No - because you have to place it in his front arc, touching his base and not touching any friendly models.

Given the entirety of the front of his base will be a friendly model, this is impossible.
