Worst Lord: I'll say King Louen, just no way you could ever justify taking him in any situation unless you drop 3-4 hundred points off his back, and give him a normal horse mount option. Plus he mucks with bretonnia's army system in ways that aren't necessarily good, making peasant bowmen have a 0-3 duplicate limit is not helpful even if you get another unit of over priced 2+ knights for it
Worst Hero: Prince Apophas, cool idea, but in an army book with Arkhan the Black and access to killing blow and HKB in several forms why are you using this guy to kill characters, he can't even reliably kill war machines

If it isn't just Ogres then it is definitely Lord Mazdamundi. Way overpriced, to the point that no one can take him in a normal game. I think you need to be playing a 3500ish point game to use him. His special rules aren't terrific and riding the Ancient Steg (while very cool) just makes him cannon fodder.

Tiqtaqtoe is in contention for worst hero special character. Expensive and has illegal rules... He allows his unit to use his WS but according to the BRB he may not join units as he is mounted on a flyer.

Bringing it back to ogres for a bit, I'd like to nominate Bragg for crappiest hero. Paying double for a nigh defenseless bruiser with heroic killing blow only when in a challenge is not good value in my eyes.
For other armies, I'd say the next worst is Oxylotl (man, lots of lizard hate. Good thing they have the best special character with Tetto'eko to make up for it.) For Oxylotl, you get to pay as much as an entire unit of 9 chameleon skinks to get one with sniper and 3 shots. Lame.

Apophas is actually pretty good - you just have to not use him for his intended role, and instead mess about with a terror causing character with regen who flies 10" (even with the no marching). He's more a backfield thing, and not great, but definitely not worst hero, which goes to...
Oxyotl! Narrowly beating out Bragg, the most overpointed Sniper in the game continues the Lizardman trend of costing far too much and doing far too little. In a similar vein...
Mazdamundi for worst Lord. A Slann, in a more vulnerable position, with a MAGIC WEAPON, and a crap Magic Battle Standard that serves only to make him a bigger target... but at least he's a Loremaster! Right? Anyone...?
Oh well, at least he only costs... *reads army book twice, throws it on the floor, storms off*
He's the biggest joke in the game. Louen can at least fight and his mount has a ward. Hell, even Gorthor the Sucklord has the decency to not cost the earth.
Ogres - because who honestly likes 2 wound heroes?

+ 1 to Oxoytl definitely overpriced and not even that well powered another hero nomination would be that Empire hunter, Markus I think his name is. Costs more than a cannon and is far far far less powerful than one for killing monsters

Wow, we got this far and no one has thrown Greasus into the ring yet? Okay, I will. Moderate WS (for a lord), only 3 attacks (barely half of a stock tyrant, regardless of the S10, d3 wound stuff.), his greed rule is worthless, a base 4+ ward isn't enough protection for his price, AND he's M4, which hugely penalizes whatever unit he's in.
The new version of Thorek from the Dwarves is pretty bad, too. The a caster with only 3 bound spells, a +1 to cast them, no dispel ability, no scroll. He loses out on the ability of Rune Lords to provide MR and AP to units, and as a warmachine he can't charge and has only a 5+ ward to protect him against cannons.

Tetto isn't the best... I will add that Throgg is at least as good as Tetto. Belthazar might be better but don't know him well enough

+1 to Greasus. I bet that 70% of ogres players don't own the model nor have ever used him...there is a reason for that!

Top 5 worst special character models out there: 1) Oxylotl, hands down 2) Orion, 600 points for an inferior greater daemon with a short range bolt thrower and no magic 3) Skragg, Already covered in this thread 4) Morghur, I can buy him and maybe some dogs to get some spawn, or I could buy twice as many spawn as I would make for less points instead.... 5) Koraq Gar, Costs more than any Carnisaur Lord you could build while also being worse than any said lord.

Phazael, Skrag is a pretty cool character! Not perfect but far from being terrible! Just checking if you meant Bragg or Skrag?

Phazael, even I'd take any of those over Mazdamundi! Though they do all suck pretty hard. It's weird how GW either gets them pretty well down or just downright awful

I noticed Markus Wulfheart got a mention though. Yeah, he's awful.
What about Skarbrand? I'm not sold on a Greater Daemon who buffs his enemies as well as allies and can't fly. Is there something I'm missing?

Yeah, I would agree with this. Greasus is bad, but he's not that bad. He brings a lot to the table if you can overlook his downsides. Mazdamundi, however....
I think that the Ogre lords are probably out of the running for this. They both change up the list they are put in. Greasus promotes a hard hitting list and lets you do double flee tactics with no real fear of losing units (hell, you can actually flee with a sabretusk. In the right situations, that can be worth part of the price of admission. He's still hella expensive). Skrag makes gorgers worth taking.
Now, the Ogre heroes, on the other hand, are definitely worth being on this list. I've already mentioned why I think Bragg is terrible. Golfag probably isn't bad enough to be put on this list, but given that you are paying for the full amount of the magic items you could get, he is either appropriately costed or severely overcosted depending on your roll.

Thorek Ironbrow +1 to him, I'll take Mazdamundi in a 3500 pt game instead of this guy, who literally is an anvil on your neck to try and use
I've heard a lot of complaints about Orion too, but haven't seen the rules for myself to give my own opinion

All I know about Orion is that my Ancient steg once charged him. Killed him with the impact hits
