Non-monstrous mount toughness doesn't get used?

A couple of folks were saying in the "DE Enemy of the month" post that the Cold One's T4 mounts don't upgrade the riders; that only monstrous cavalry toughness upgrades a rider's inferior toughness.  Can I get a double check on this?
You use what ever is the highest t and w which is why WoC bsbs are on steeds for t5 and 3 wounds

You're correct, Monstrous Mounts only.  So High Elves on Eagles get T4 and an extra wound for heroes for example, makes them immune to killing blow as well.

BRB FAQ: Page 83 – Monstrous Cavalry. In the second paragraph, replace “All the cavalry rules…with one exception – monstrous cavalry always use the highest Wounds characteristic…” with “All the cavalry rules…with two exceptions – monstrous cavalry always use the highest Toughness and Wounds characteristics…”

Don't get confused however, the Cold One is not a monstrous mount.

So, yes, Cold One cavalry are T3 despite the mounts T4.  Is this close combat only or all the time?
The only time I can think of when a cavalry model would use the mount's toughness, is if it was higher than the rider's when making a toughness test (like those required by Warpflame).  Rolls made to wound a cavalry model always use the rider's toughness.  Models with more than one characteristic value always use the highest when making characteristic tests.
