Just how close do you have to be to march-block?

Is it within the blocking unit's movement range, or is it a fixed distance or what?

Anywhere within 8". It's in the BRB, but I can't quote the exact page atm.

Basically, if an enemy unit is within 8", they have to do a Leadership test in order to march; fail, and they can only move, succeed and they can march as normal. And I don't think it applies if the enemy unit's already in CC, but don't quote me on that

It doesn't matter if the enemy unit is in combat, fleeing, suffering from stupidity, etc.  If there is an enemy within 8", you must test to march.

The BRB says that is has to be a NON-fleeing enemy unit
BRB p. 26 under "Enemy Sighted"

So in one place it says:  "If they start their move within 8" of an enemy ..." and in another place it says:  "If you wish a unit to march when a non-fleeing enemy unit is within 8" ..."

In truth, both rules could be applied (they are not mutually exclusive).  IE, the second rule is a subset of the first rule, and it does not negate the first rule.

I don't like it. By that logic, you have to make two tests. I'm pretty sure that's not how it's intended to read.
