A BSB lets you reroll failed Leadership Tests. So swift reforms, break tests, panic tests, LD Test or die spells, etc. Having a BSB is pretty handy, I never leave home without one. That being said, it doesn't mean you *have* to take one.
Not sure if Ogres actually have a BSB model, mine's a bear I've converted up to carry my battle standard.

It sounds more like you are new to warhammer in general.
I'd recommend you pick up a copy of the core rules (or as we refer to them, the Big Red Rulebook) and give them a read through.
A BSB is a Battle Standard Bearer. It gives you a number of bonuses, the most important one as far as ogres are concerned is a leadership reroll. Further details can be found in the battle standard section of the BRB.

I cannot conceive of a particularly competitive ogre list without a bsb after about 1000 points
Maybe a Skrag list.

Even in a Skrag list I'd take a defensively tooled BSB to protect the Skrag Delivery System (which is normally 3 Ironguts with the Movement Banner) and dish out more hurt.

BSB = Battle Standard Bearer, it is an upgrade available to Hero level combat characters such as our Bruiser. He is the Standard Bearer for the entire army and provided benefits listed above.
Currently there isn't an official BSB model for Ogres within the GW range but you can easily convert one with a basic Ogre and spare parts from the multiple kits we have.

Nah, Skrag's frenzy makes it possibly even more mandatory.
Seriously, the only armies that don't particularly need them are Undead (and possibly Daemons, but there it's a curious double-edged sword due to demonic instability).
Ogres - because who honestly likes 2 wound heroes?

BSB = Battle Standard Bearer
For banner models, my ogres use the skull, my ironguts the cloth banner, my BSB the metal icon.
