just wondering if my list have just ironguts and no bulls would it be allowed to us bull figures as ironguts?

Depends on the setting.
- In a tournament: almost certainly not.
- With friends: whatever they agree to.
- For random pickup games in a store where you don't know people: iffy, some people will be fine with it, others not so much

In a friendly game, sure I'd let you proxy.
Competitively I'd say no. And I'd hope in a friendly setting you'd get real Ironguts eventually.

As above, it really does depend on setting. If you were just trying the Ironguts out in a friendly environment, I'd have no issue with it. If you're consistently running Bulls as Iron Guts, even in a friendly environment, it'd be pushing it.
Definitely not in a competitive environment though. It's more about your opponent's perception of the threat the unit carries than anything else.

I'd be okay with it if the front rank was represented as IG models and the back ranks were Bulls.

Trying them out for a few games is fine. If you have no intention of ever using the right models then it is not.
