Opponent charged the flank of my leadbelcher. In his magic phase he wants to cast purple sun at my leadbelcher that are already in combat with his unit. How is this worked out?  does the template touch the models he decides or does his unit get affected by the purple sun too or he can't cast that because we are in combat?

Purple sun is a vortex spell. In the BRB, it has a section in the reference pages that explains how each kind of spell works.

For magical vortices (plural), the leadbelchers (unit in question) must be within the forward arc, LOS, and range of the caster.

Also, a vortex is not a targeting spell, you simply place the template where you want to within the range, arc, and LOS of the wizard. From there, specifically for Purple Sun, it heads in the direction that your opponent says it would. So, he could potentially place it around or on top of the leadbelchers (not targeting them, just placing it on them), and choose to have it initially move away from his own unit from there, thus only hitting your guys and not his.

HOWever, if the Purple Sun happens to hit any of his own units, they suffer its effects, as well. So, say he does the above situation that I mention, but when he rolls the distance of the vortex, it strolls along and hits another of his units accidentally. They then suffer the initiative test, too.

Since Purple Sun doesn't target any units, it can be cast into combat. You just run the risk of it doubling back next turn and possibly hitting your own unit.

I've actually used this in a tournament once with my Deathmaster; I charged the front of a unit of High Elf heavy cav (can't remember their name), and then during my magic phase I got off the Purple Sun and proceeded to wipe out 6 of the 10 guys... It may seem a tad cheesy, but it's in the rules.

In my example: the leadbelchers get flanked by a cavalry. A unit in the front which is not in combat with the leadbelcher and has the wiz with purple sun and cast it traveling 16 inches and hitting the leadbelchers. I hits the models he wants or is it something similar to a fanatic which hits both units?

It hits whatever models it passes over in its path. So, depending on how he aimed it, if it rolls through and hits both leadbelchers and cavalry, then every single model is affected on both sides. IE the Sun goes through, say, 4 of the leadies and like 2 of the cav, then all six of those models have to make an initiative test.

You place the template in BtB with the wizard and in his front arc. It then moves forward the number of inches described in the spell in whatever direction he wants.

It hits whatever models it moves over and resolves the effects against them. If it stops on top of a unit, determine how many models are effected and then move it forward till it is 1" away from any models. This movement does not generate further hits, its more of a place effect.
