As my subject states I would like to know if they can. I know as a general rule that wizards cant with the exception of chaos sorcerers and vampire.

Yes, because Ironfists are armor. And as such satisfy the rule that a wizard has to have access/come with mundane armor of some kind to be able to purchase magic armor.
Its exactly the same reason Chaos Sorcerors and Vamps can take magic armor.
Sorcerors come with Chaos Armor.
Vampires can purchase armor.
Butchers and Slaughtermasters can purchase Ironfists(which are armor)

Yes due to a mistake in writing our rule book 
I don't see why we should be exempt anyway. I mean its not like T5 W5 Regenerating wounds on every cast is hard to kill? right?

with 5 attacks and opponents hitting on 6s, strength 5, reduces wizard levels per hit, and if it makes its ward, sucks away magic item properties? (depending on how you kit them out) Nah, not a tough model at all...

It wasn't even really abuse. It was gimmicky and not really all that useful IMO.
