Impact Hits Can Cause Panic?

Hello Everyone,

I'm new to the game, a Ogre Kingdoms set just happened to fall into my hands and I've been playing since. Been reading up on the BRB and the LR on the point of Impact Hits or Ogres special ability "Ogre Charge" It works similar to a chariot.

I have this scenario in question...

- Two players with the same army. (Ogre Kingdom)   
- Player 1 has 8 leadbelchers
- Player 2 has 4 leadbelchers

- Player 1 is 7 inches away from Player 2s unit and declares a charge.
- Player 2 declares to Hold (usually he would hold and shoot but for this example lets say he doesn't) 

- Player 1 connects and rolls for impact hits. He rolls good and manages to kill 1 Leadbelcher which happens to also be 25% of Player 2s unit.

Here is the Dilemma...

Does this now mean before close combat begins Player 2 has to now do a Panic test? it says in RBR once 25% of any unit is dead you must Immediately do a panic test.

And while we are on the subject of panic tests, if Player 2 did decide to hold and shoot and ended up killer 2 units of Player one (which equals 25% of the unit) does Player 1 then have to take a Panic test even before he connects for his charge?

Units in close combat do not take panic tests.  I don't have my book in front of me to point you to the right section, but I'm sure someone will.

However, if a unit declares a charge on another unit, and a stand-and-shoot reaction is declared, and those shots kill 25% or more of the charging unit, then the charging unit WILL take a panic test immediately (before they are moved into close combat).

Leadbelchers are slow to fire, they can't stand-and-shoot as a charge reaction.

I've only seen it happen one time (a stonehorn charged a lone wizard - and panic'd a small unit of archers off the board), but it can happen.

If you score impact hits on a lone character who is within 3" of a unit of the same type with at least 5 or more RnF models, the character can take a 4+ look out sir against the impact hits (per the FAQ).  In this case, the impact hits could be transferred to the nearby unit and potentially cause panic in that unit.

Was the Panic test initiated before or after close combat with stonehorn and the lone wizard?
