Breath weapon from second rank?

I know it is not possible to use a breath weapon in close combat from the seconde rank, but can I use the Firebelly's breath weapon from the second rank in the shooting phase?

My guess is NO, but I thought: why not ask the pros!

Just to clarify, the actual requirement is base contact. Not being in the first rank.

You could be in the second rank and be in base contact if you have been flanked.
