A question regarding Wheeling during a charge.

This may be a stupid question or two, but we were debating it locally the other day at the LGS and we desire clarification.
As we understand it: You roll 2d6 +MOV to establish the Charge Distance. You measure to see if you're in range. One question on this part: Where do you measure from?

This question stems from the next part where you move your charge if you're in range: If you wheel during the charge, does it cost movement? The confusion stems from the sentence in the rulebook, "A charging unit can move an unlimited amount -- it's already been found to be within Charge Range, so we don't worry about distance from this point on."

So two questions to reiterate: Where do you measure from for the Charge, and does that one wheel during a charge cost movement?
Closest point to closest point, and the wheel does not cost movement.
You measure from your closest corner to the enemy ---> to the enemy's closest corner to you. During the charge you get 90 degrees of free wheeling towards the enemy unit.

This is my understanding.

further questions I have had is..
Can you pay from your movement distance to wheel away from the enemy (so as to wiggle around obstacles) ?
Assuming a large difference in frontage between charger and chargee and assuming you are charging in from an angle, can you choose to charge for a farther distance so as to put yourself (or the enemy) on one side of yours (or his/her) frontage? {sorry if this is hard to put into words well}
You roll the charge distance and then measure from closest point to closest point.

If that distance is equal or less than what you rolled the charge is successful.

Then you move the unit forward to contact, making a maximum of 1 wheel. If you can't do this the charge fails.

The actual distance the unit covers during the charge doesn't matter.
