If a unit of IG have SoD which gives LD9 to the unit does stubborn work at the LD9 or the original LD8 as stubborn makes LD checks at unmodified LD?

In the circumstance you have explained the unit would be Stubborn on Ld9. In the rulebook there is no mention of stubborn applying to unmodified Ld. Your Ld8 IG's would gain the +1Ld and be Stubborn on the total.

Stubborn means you don't take penelties for losing combat. It doesn't apply anywhere else.
Yes, the banner will make you Ld9 and that is what you will test for stubborn on.

I understand where the confusion lies: The BRB states "unmodified Leadership" for Steadfast; however the FAQ cleared it up that it is NOT unmodified Leadership, but rather, they don't apply difference in combat results to the break tests.
Page 54 Loser Takes a Break Test, Steadfast.
Change the first paragraph to If a defeated unit has more
ranks than its enemy, it takes a Break test without applying the
difference in the combat result scores. Change the fourth
paragraph to Steadfast units dont apply the difference in
combat result scores to Break tests.
Therefore, break test at LD9
