Tourney advice: Hellheart or Dispell (can only bring one)?

A local GT just posted it's restrictions, and for Ogres it's a tough decision. You can bring EITHER a Hellheart OR a Dispel scroll. I love that Hellheart can shut down an entire phase of magic and do some damage but I worry not having the reliability of the dispel scroll to stop those long range initiative test spells in the early turns when the Hellheart is at long range.

Advice?

honestly, the dispel scroll. For that phase when they roll 12 dice and you're way out of hellheart range. It helps you get to combat where as a hellheart helps when you're pretty much already there.
Dispel Scroll, it's so much more reliable and also significantly cheaper. Hopefully this particular comp element will fall out of fashion when they begin to realise that the Ogres themselves don't rate it that highly.
I don't suffer from mental instability. In fact, I enjoy it immensely.

Gutlord Inquisitor: FORUM FIGHT! Me, I'm betting on the stronghold. Sure, they're outnumbered with thick skulls, stubborn bull-headedness and an inflated sense of self-worth, but hey, they're Ogres.
I think it depends more on the point level, your playstyle, and the local meta.

For example, at low points, the dispel scroll is better.

If you are taking the Runemaw, then the hellheart is better.

If you are likely to see more undead or demons, then the hellheart is better.

In the big picture, they both have the same effect (shutting down a single magic phase).  The differences are minor and very dependent on circumstances.

Ogre Achievements Complete: 10/101
Hellheart.  Give me three rounds of combat with no enemy buffs and I will crush anyone in front of me, which is exactly what Hellheart does for you when properly used.  Its also the single best defense against people who six dice PSun or Pit as their main tactic.  Not much the scroll can do about that.  Finally, it is the difference between getting curb stomped by the tooled up Slaan and crushing him utterly, as his slaan fries the temple guard around him.  It also does a number on the Grey Seer on the bell, too.

It's even better if the Grey Seer goes without a Bell for fear of getting IBlastered, to boot. :)

I'm going to say "Go bold!" and try the Hellheart out. Chances are you'll be able to muster up some decent magic defense even without the Scroll, and as Phazael pointed out, the Hellheart can potentially stuff a 6-dice spammer as well as do some serious damage to any army that has multiple casters.

Can the wizards who got affected by Hellheart continue casting spells after resolving miscast? My opponent clearly said that was the case the other day, while I was unsure but didn't felt like arguing about it so I let him continue his magic phase. (Atleast I killed his necromancer)
Nothing stops a wizard from continuing to cast after a miscast, unless the miscast result itself says so.

Good lord, Dispell scroll hands down.

Every time I take the Hellheart to a tournament, I might as well play with 50 pts less.
It's 2500 points with a hard cap of 12 dice maximum in each magic phase. It is a hard nuts field. No one goes fluffy. It's about Roflstompng your opponent and grabbing bonus points off of objectives. It's actually really fun and a tactically great time .
Meta is all over. Field is 76 and covers almost every army.

Unless you're Ogres and actually want to be able to deal with every-other-army's better Magic phase, apparently.
They don't claim it's roflstompfest it just is played like that. Some of the best players in the NE US there. Fluffy lists exist solely for people who like to paint certain things. The top spots bring tough nuts lists.
They don't comp but do ave restrictions: no more than 40 missile weapons over 12' range, total of three units of either Ironblaster or Mournfang, etc.
It's a modified ETC. it's supposed to make things more balanced but....
Needless to say its why I have three tourney ready armies..

Yeah those NE restrictions are kind of bad in the other direction from ETC.  Clearly they want CC armies with powered up magic phases to dominate and they have some army based biases.  If you do intend to play in that format, look for the loophole (there always are loopholes whenever a group tries to rebalance the rulebook) and exploit it to such an extent that they have to rethink their entire approach.  How about and army with a Heavens SM with Gruts rocking 24 leadbeltchers and two Iblasters (only 26 missle weapons! Fluffy!) and watch them cry when you cast AE harmonic convergance every turn and obliterate anything within 12 inches of your main battle line.
