Huh ? Does scouting units count to determine who finishes his deployment first ? I don't think so, but I might be wrong.

There's no exception written for them, so we have no reason to assume otherwise.

The wording in 7th edition and 8th edition rulebook is identical other than that the exception about scouts (in 7th) is removed in the 8th edition rulebook.
So yes, scouts count in deployment. This is IMO a good rule as now there is ONE downside to having scouts.

Used my maneaters in an event at the weekend. Poison and stubborn with the flaming banner, 3 with guns.
They combination worked very well. Poison and stubborn gave me a unit that could take and recieve a hit. Having poison with the flaming banner really helped me and hindered me in game 3 though.
On the upside I managed to get a poison shot on trolls in a building, which they couldn't regen, which then allowed the ironblasters to blow them to smithereens.
On the downside the maneaters were then halted, and began to get ground out a little, when charged by a black Orc Warboss on boar with the dragonhelm and the stubborn crown. Only the flaming banner kept his general alive!
Poison and stubborn will be staying for a good while I think. The flaming banner......probably stays but I'll need to be more careful.

Flaming banner is great, but I run into the same situations you did Wildcard.
We play open lists at the upcoming tourney and everyone knows that my maneaters are flaming, I also know that brettonians, empire, dark elves, high elves, wood elves and every army that can will play a flying character with 2+ ward VS flaming, and my maneaters are rendered useless most of the game against these builds. Especially VS dark elves, empire and brettonians that also have a 1+/2+ armour save.
But one can always try to move them away from those characters but hard when they're flying and my only missile unit is maneaters.

I have an easy solution to that. I have a rockeye on my BSB to sniff out those items and when something threatens the Maneaters with one of those items I have my Tyrant jump out and beat it sensless. One of many reasons I have him in my list.

My solution to the Maneater flaming banner is to have 2 characters with magic weapons in the unit . Should be plenty to beat the character down or do enough damage to smallish units of DP's.

My Tyrant has magic weapons and no one wants to fight her, ever. Six WS10 S7 attacks in initiative order tends to deter people. The stubborn pegasus pendant is basically an unsolvable problem for my army, because outside of lore of death there is no answer in the list for it. I might try and find a way to squeeze the OTS on a character someplace, though, since it would help me in other areas. But I am not re-arranging 600 points of my list to account for one thing, because it would hurt the army as a whole against other opponents. Basically, you decentralize your army against dark elves and minimize that guy's impact and pray he is an idiot. The Pendant guy is not as impactful, anyhow, because if you do it right he does not have two hydras roaming around to smash your other support units with.

In all seriousness, Bonecrusher is an awesome foil to the Pendant. S2 no armor saves.
The Scraplauncher is actually a very good tool to use against the Pendant.
On topic I don't think I will use Maneaters often, because the Metagame at my place seems to be very shooting heavy. My common opponents are Dwarfs, mass Chariot Tomb Kings, Skaven and Dark Elves so I see lots of shooting. I will also use the Scraplauncher instead of the Ironblaster, if only because it's seven Gnoblar riders kill EVERYTHING. We have a very friendly environment so the loss of the Ironblaster should not be a huge problems, the biggest problem being Hydras.
I think Maneaters are solid but I feel like other units would fare better with my style of playing and fit in the Metagame too. If I use them I would probably go for Stubborn and "insert something random" because that is their best role in my style.

S2 wounds T3 on a 5+, is saved on a 2 or less, not taking armour into account that's a 11% chance of wounding per hit. S4 wounds T3 on a 3+, is saved on a 4 or less, not taking armour into account that's a 22% chance of wounding per hit.
So S4 is still more effective vs S2 against the pendant. But the dark elf lord tends to have a good armour save as well, this is where Bone crusher really shines. However there is only a short window of opportunity to use it before the pegasus is in combat.

What do people think of 6 maneaters with poison and sniper, brace of pistols and SM and BSB in unit. Give one of characters stubborn hat, BSB great weapon or magic sword, SM hopefully buff unit to keep them alive

So I cannot know for sure, because I didn't see the rest of the layout, but I probably would have let the trolls who 'cannot charge you from inside a building' wait and drop the Wyvern with my shooting, especially since you obviously had a unit this stubborn guy would love to hit. Even if I didn't know about the dragon helm, I think it's a better target to hit with poisoned AP shots and also the Ironblaster. /shrug just my two cents.

I'm running this with just 4 and no characters. Poison+Stubborn. The get the job of lighting up regen, killing fast cav/chaffe at range and holding a flank for a round or two if needed via wounds and stubborn. They also like the added wounds for poison and flaming power in cc.

I used 10 (+Gen, BSB) w/ Poison, Stubborn and Flaming. Had one BoOP (for taking regen off before IB fires) and one XHW (not enough points elsewhere for 2nd BoOP). The unit was fantastic. I had considered dropping it to 6 (+Gen, BSB) since they still would have done the same. However, I think part of the reason they got to combat unscathed is my opponent saw 39 wounds and decided he couldn't make too much of a dent in the unit and focused his shooting elsewhere. I have a feeling with only 8 models, they become a more attractive shooting target.
