Dont' have my BRB with me, and heading for a tourney...
If I rank a unit of 4 IG's 2x2 would they benefit from strength increase to their impact hit, and would the 2 in back be able to do their 3 each supporting attacks?

Unfortunantly I don't think so any more because the rule is that we add our Rank Bonus to the impact hits. You don't have any ranks of 3 or more models so you don't have a rank bonus.
This also means that Bull Charge is capped at Str+3 because the most rank bonus you can have is 3.

They would not add their strength to impact hits but they would get 3 attacks each.
You add your rank bonus to the strength and you have to have three in a rank to recieve a rank bonus.
