I,ve always like Malus Darkblades fluff the ultimate anti hero. Models ok as well.

I have to say my personal favourite char fluff wise AND model wise is Wurrzagh the O&G savage orc shaman. His new model on foot is awesome.
Close second is grimgore's fluff (not model) and Azhag's model on wyvern (not his fluff)

I have to go with Grom the Paunch, utterly awesome, a fat gobbo warboss who invaded ulthuan (or whatever that elven donut was called again). Second place would go to Grimgor as well. Beloved Makari get's the runner up prize in my book...

gotta say Skragg for the fluff, the new fire eater or what ever its called for the model, and deathmaster snikitch for both. snikitch got neutered in the most recent skaven book, but i always take him when i can fit points.

I love the greenskins, many of them have great background and models both. Maybe it's because that's because the characters is pretty much the only fluff greenskins get. Azhag, Skarsnik, Grom, Gorbad -- all great if you ask me, though Grom's model is a bit dated.
I expect Golgfag will be among my favourites as well. I always liked his background but he never had a good model before.
Empire gets a few really good ones too, the latest incarnation of Schwarzhelm for example.

Best special character fluff-wise is probably Queek Headtaker, but as for model I would probably have to say Epidemius

Fluff-wise? Grey Seer Thanquol. Just something about a character who thinks his own tail is following him.
Model-wise, I'm really tempted to say Golgfag due to the new model.

If you like Thanquol, have you read the Gotrek and Felix books? I've just started to re-read them and though dated they're still rather good! Daemonslayer is my favourite, but Thanquol first appears in Skavenslayer (surprisingly!)

In no specific order whatsoever (this is based on both model and fluff at once);
Morghur, The Green Knight, Thanquol (I love his book series), Deathmaster Snikch (possibly my all-time favorite for sheer coolness), and Orion, King in the Woods.

that skaven crazy mage is pretty funny fluff (read about him in a few Felix & Gotrek).
Wurrzagg is definately up there too... one of my favourite model, and a pretty decent fluff too...

I really like Luthor Huss. He had an awesome story in the previous Empire book. Basically he commanded a militia defending a small town from a Beastmen raid and he alone pursued them into the forest. He returned several days later with the head of the Bray shaman.

Well models for me have been Warrior Priests. They were the thing that drew me in Warhammer back in '02 when I was 10. Guys on dragons? Whatever. Awesome Warrior Priests that smack face with war hammers? Yes Please!
If it's Special Characters... Well I'd have to go with Thanquol. His fluff is just awesome. Takes the skaven archetype to the extreme. Grom the Paunch is also up there for fluff! Arch Lector whatshisface isn't all that bad, kind of the ultimate "I'm super crazy 'cuz Chaos nearly killed me!"

In my opinion it's a drwa between Malus Darkblade and Gotrek& Felix (count as one char for me)
Malus is the deeper and darker character, but Gotrek and Felix are for the Old Wolrd what was Bud Spencer and Terrence Hill for my childhood...the strongest and coolest men on earth!

Have to with Archaon. I love the model, Dorghar is a badass looking mount and his pose just bleeds both menace and leadership. Fluff wise it's unfortunate he's doomed to fail all the time being evil and all but i still think it's a pretty cool background.

Its got to be the skaven characters, Queek, Thanquol and Snikch.
Skaven fluff is always the best.
If I had to pick one I'd have to go for Thanquol just because of fluff but the the Snikch and Queek modles are so so good.

Prince Sigvald the Magnificent. He's my all time favorite model, and his background is just lovely. I love everything about him. Going to theme a Chaos army around him someday, just need to finish my Ogres first.

I havta go with the Green Knight ans Skrag for both, I love everything about their fluff and the Green Knight model is what first got me started in fantasy with Brettonians all those many years ago

Personally, I love Luthor Huss from the Empire. The biggest reason for this is because I've studied a lot of theology (another of my passions), and two historic theologians, Jan Huss and Martin Luther, both preached very similar statements of belief (most of which were opposed by the church at that time); Martin Luther inadvertently started the Protestant Reformation, which gave rise to pretty much all the church denominations outside of Roman Catholic and Russian Orthodox (and a few others which I won't go into excessive detail).
So, to see a character that is strong in their belief, while not necessarily being on the "happy side" of the religious leaders (if I understood his fluff right), AND having him named after the two theologians, that totally sold the game to me and is partially why I still play Warhammer (even if I'm not in the Empire)...
As a side note, I'd probably have an Empire army as my next army, and would get Luthor Huss just for that very reason.

Modelwise, I'd say Be'lakor. He is an Incarnation of evil and malevolence, and his model shows this very well. Gorbad Ironclaw is superb as well, the zenith of Brian Nelson's Orc design. (which all look good!)
Fluffwise, Egrimm van Horstman. Being a prodigy in magic? Check. Leading the college of Light? Check. Secretly corrupting every ritual to fuel his own power and breaking sealed chambers in an otherwise inpenetrable vault? Check. Freeing a Chaos Dragon and escape with his acolythes? Check. And now he leads the Cabal, a cult of Tzeentch where he secretly draws the strings of countless organisations, circles and other puppets in the Empire. Egrimm and the Cabal do not even need (or want) to talk, instead relying on telepathy to communicate to hide their plans. Did I mention their Silver Tower appears and disappears in random locations and is thus impossible to find?
