Here are my rules to my Ogre Baggage train which I will be using in me and my friends summer campaign see my gnoblog for pictures.
Points 250 Victory Points
Armour : Baggage, Random Junk, Thick Shaggy Hide (3+ Armour Save)
Special Rules : Cause Fear, Bad Tempered, Unit Strength 5, Chariot, Large Target

ok the Special Rules come from the Scraplauncher I gave it large target as the VC Black Coach has the rule
and I gave it a 3+ Armour save because of all the extra junk that is on the baggage train. 
I gave the baggage train Gnoblars 10 attacks because of the extra Gnoblars hanging on the coach and scraplauncher parts.
I also made it 250 Victory Points because the scraplauncher is worth 165 pts and I added the extra attacks (Gnoblars) and part of the black coaches cost.
Note the Baggage train will only be used in special games where it is the objective to capture or get off the table   
Tell me what you guys think
To make it I used a Ogre Scraplauncher and a Vampire Counts Black Coach as well as a set of spare wheels and bits and bobs
1, you don't really need the Unit Strength reference anymore... ;)

2, I think you can shave a few points off. Adding 4 Gnoblar attaks is not worth nearly 100 points over a Scraplauncher. People may complain about the 8 wounds with a good save, but it is Ld 5 and not Stubborn or anything so will run away quite sharpish. Plus, how is it going to affect the game? Is it just a Chariot?

Other than that, interesting idea.

1 I was just copying from the OK army book  :P
2 How many points do you think it is worth ?
2.1 The extra wounds and good save come from the extra Gnoblars and Junk aboard the baggage train.
The reason why it is not stubborn or anything is that it is crewed by Gnoblars and pulled by a bad tempered Rhinox
2.2 It will effect the game by being the objective to either get it off the table through the opponents table edge or defend till the end of the game.
As I plan for in my campaign it to have effects for the following game Example: If the ogres get their baggage train off the table they will be able to take extra points in the next game.
 If the Ogres fail to defend their baggage train their opponents will get extra points in their next game
2.3 I classed it as a chariot because both the Scraplauncher and the Black Coach have the rule If you have a suggestion on what it should be classed as ?

IMHO if it's an objective it shouldn't really need to be worth any points. However, if you're trying to cost something like that up then the scraplauncehr is a good place to start.

If you look at what you've added, it has a 1 better save, 3 more wounds and 4 more gnoblar attacks. However, it has lost the biggest weapon of the Scraplauncher, namely the artillery. Personally, I feel that this would make it less expensive. If you compare it to a Chaos Warrior chariot - probably the best around - you'll see that even they are cheaper than the scrappie.

Your concoction is probably worth a bit less than the Chaos one: the mount attacks are better, but the crew are much worse, and it has Bad Tempered and a poor Ld. I'd say maybe about the 100-120 point mark.
