Dipping?

This will seem a nooby question but I have to ask it, I'm a bit confused at what dipping actually is. Is it simply using a lot of a wash after applying the basecoat?

That a one way of doing it.  Uang army painter is another.  That product works a bit like a wood stain for models.  The name dipping comes from the old practise of actually dipping the models into army painter and shaking off the excess before letting them dry.

dipping is really just the quickest way possible to paint an army to low standard.

paint your army basically the color of your highlight.
Dip each piece in woodstain (or use army painter)
Shake like a maniac (or use rotary power tool)
let dry.

you can paint an army you dont really want to be a show winner in less than a week. Result may vary, and it work much better with models with lots of details, otherwise it pools and look like crap.

In response to the type of dip used the painter said "Yes, it's the Army Painter - Strong Tone." where abouts could I find this army painter, I would love to give it a go and do you guys assemble your models before you paint them?

I'd recommend against it, unless you really dont like painting.

if your planning on using dipping, no reason to paint unassembled. Personally, i only paint model unassembled when i want them to look really nice (like a character).

In answer to assembling before painting, I nearly always assemble before painting as in most cases it's so much easier and you can get the feel of the sculpt better and choose an appropriate scheme.
The times when I don't are reserved for models that have so many areas to paint that are very hard to access and almost impossible to do to a decent standard, one such example would be the Skaven Plague Furnace.

Dipping can be fine as part of a process.  If you then layer and highlight over it, you can produce fantastic models and still do it faster than without the "dip".
