I am about to star playing Ogres and i want to do a tactic using gnoblars as a wall.  Can my enemies shoot my ogres if they are behind the gnoblars.            

 I dont have the rule book yet and I dont want to buy 2 many gnoblars if im not going to use them

Your Ogres can indeed "hide" behind Gnoblers, but don't forget animosity... this could slow down and disjoint your whole force.

This isn't exactly a new tactic, and isn't exclusive to the Ogre Kingdoms army.  However, it can work and Gnoblars do indeed block line of sight to Ogres (however silly that seems ;)).

The big downside of this tactic however is Gnoblar Bickering.  If your Gnoblars screening your Ogres suddenly start Bickering on you, your Ogres will be stuck behind them instead of continuing the march forwards.  Also, Gnoblars move more slowly than Ogres (4" compared to 6"), so your Ogres will not cover as much ground per turn as they normally would without Gnoblar screens.

I personally wouldn't use this tactic much, perhaps with only a select element of my army if I desperately want one of my units/characters to avoid being shot at.
By all means give it a go and see how it works out for you :)

If you want to put your Gnoblars to good use, I suggest using them as a support unit for your Ogre units.  Their ranks and number can really help swing combats in your favour at key moments in the game.

Also, at 40pts for the basic unit, Gnoblars are superb at taking and denying table quarters.
A table quarter is worth 100pts, 60pts more than the unit of Gnoblars that holds it ;)
hragged said it all really. its a tactic to use if your desperate but it does more harm to your army than good in the long run. ogres have 12 inch march moves which means in most cases by turn 2 were in CC which is where we need to be to win games. hiding behind a bunch of weedy goblins just doesnt seem right to me. what ogre worth his salt would do that instead of getting stuck in.
It can be helpful against very shooty armies, where the ability to ignore little 'un panic is also very advantageous. Make sure you leave yourself room to manouevre around bickering units.

The other advantage of having gnoblars _in front_ of you is that you are able to direct charge angles against combat enemies. If you have your gnoblars in front of (and slightly to the side of) your bulls, but slightly on an angle, you will be able to flank charge after receiving the charge with your gnoblars (and either holding or fleeing).

I will get my army on Feb. 11 (my B-day) I want to get the battalion rule book and army book.

After i am done assembling everything I will try that tactic and see how it works i might be playing agaist wood elves, dark elves, empire, or bretonians.  

Can anyone suggest any tactics i can use against those armies.

I highly recommend playing a lot of games in rapid succession. Even try just surging forward as fast and as hard as you can for a game. You will get totally obliterated, but the manner in which this happens will be very instructive (it was for me...) :)
I have another question...   can my ogres shoot over gnoblars?

No they can not, the exception being the magic item called 'bangstick' - but its clearly noted in that items description..

Screening is very coman tatic. Try using Trappers their great at screening March blocking, Warmachine or mage hunting. Also with the bang stick it shoots threw the gnoblars not over them, but they are Gnoblars so thats to be expected. And if your playing Wood elfs don't settle for pitch battles try some scenario.
I found a better sheild for my hard troops like ironguts maneaters etc i use bulls when i use 4 units of them in 1500 pts and more theres enough to go around people always try to take all 4 units down in the 1st turn spreading all of their fire power across my 4 units of 4 bulls and they never die and i just march them forward as suck up all of the fire power and then POW the ironguts hit and the maneaters cleave down enemys left right and centre. :D
